National Health Insurance Exchange
A government proposed universal health care plan that would create a new agency called the National Health Insurance Exchange to address health care reform by helping individuals purchase private health care plans. In theory, NHIE would include both private health insurance plans and a Medicare-like government run option. Health care coverage would be guaranteed and premiums would not vary regardless of health status or pre-existing condition. Parents would be required to cover their children, but adults are not required to buy insurance. The plans would also also include keen oversight of the health insurance industry, prescription drug reforms, cost-saving strategies, increased medical research and disease prevention.
The National Health Insurance Exchange would include subsidies for individuals and families who do not qualify for Medicaid or the State Children’s Health Insurance Program (SCHIP). These income-based subsidies would offer subscribers a choice to buy into the national public plan or purchase private plans. In addition, if NHIE participants lose or change thier job, there is no risk of losing coverage.
Companies that do not offer group health insurance or make a significant contribution to employees’ health coverage would be required to contribute a percentage of wages toward the costs of the NHIE health insurance plan. Small businesses would be exempt and receive a refundable tax credit of up to 50% on premiums paid by those businesses for their employees, allowing them to offer higher quality health care and be more competitive by reducing overhead.
